Ok, seeing no one wants to divulge intellectual property, i will answer my own question.

When all the LED’s are flashing continuously this indicates that the charger interlock (inhibitor) is activated and the wheelchair motors will not turn. This is via the green/yellow wire from the charger going open circuit when the charger is powered, upon disconnection of charger, the green/yellow wire goes low (0vdc) and grounds the inhibitory circuit allowing the motors to run when the joystick is moved.

So here is some advice for those looking to upgrade the Jet2 charger from 4amp to 7amp ESP2407S with the cannon plug, this 7amp charger was never meant to be and on-board charger, and does not have the green wire to activate or disable the inhibitor feature, so my work around was to fit a 240vac nc 80 amp relay to the neg lead off the battery, the charger output neg lead is connected direct to the neg terminal on the battery, the relay is powered from the charger input(240vac), thus cutting operation of the chair whilst charging, and making it safe!
